Dutchess County Executive Sue Serino has announced the appointment of Stephen "Steve" Oscarlece as Commissioner for the Office of Central and Information Services (OCIS). Mr. Oscarlece, who has been with OCIS for 21 years, will assume his new role following confirmation by the Dutchess County Legislature in November.
“Steve Oscarlece is a proven leader whose extensive experience will ensure Dutchess County OCIS will continue to be a national leader in technological innovation,” said County Executive Serino. “Steve’s commitment to the highest standards of quality has delivered valuable technology resources benefiting our residents, local businesses and our County employees, helping to enhance service delivery, while saving millions of dollars for taxpayers. I am delighted he has agreed to serve as OCIS Commissioner.”
Mr. Oscarlece began his career with Dutchess County Government in 2003 as a Systems Analyst and has held various positions including Project Leader and Applications Manager. In 2016, he was promoted to Deputy Commissioner and has served as Acting OCIS Commissioner since November 2023 after former Commissioner Glenn Marchi's departure.
A graduate of SUNY New Paltz with a Bachelor of Science in Computer Science, Mr. Oscarlece previously worked in the private sector at Info-Matic Inc and Richmor Aviation before joining Dutchess County Government.
As OCIS Commissioner, Mr. Oscarlece will oversee an administrative department that provides operational support and services to county government departments and municipal partners. The department aims to deliver efficient and cost-effective programs and services to the public.
OCIS comprises two divisions: Central Services and Information Services. The Information Services Division offers IT and telecommunications services across county departments, while Central Services manages purchasing, billing, contract administration, printing services, mail service, and inventory control.
During his tenure at OCIS, Mr. Oscarlece developed multiple applications serving county agencies' needs such as financial management systems and public safety solutions aimed at improving coordination and response times. He also prioritized cybersecurity measures by hosting annual Cyber Security summits with Marist College.
OCIS's technological innovations have earned state and national recognition from organizations like the Center for Digital Government since 2004. Recent projects honored include the National Resource Inventory with the Department of Planning & Development.

Mr. Oscarlece resides in Poughkeepsie with his family where he enjoys spending time with them outside work hours.
