Assemblyman Beephan announces proposals to improve safety and staffing in state prisons

Assemblyman Anil Beephan, Jr. announced on Mar. 16 a set of new legislative proposals aimed at improving safety and staffing levels in New York’s state correctional facilities. Speaking at a press conference in Albany, Beephan said the measures are intended to address rising violence against correctional officers and ongoing staff shortages that have contributed to unsafe conditions in prisons.

The proposed legislation follows joint recommendations from the Department of Corrections and Community Supervision (DOCCS) and the New York State Correctional Officers and Police Benevolent Association (NYSCOPBA). These groups have called for reforms to the HALT Act, which they say has not worked as intended and has contributed to challenges within the prison system.

“Correctional officers report to work each day under some of the most challenging and dangerous situations, and they are often in fear for their own personal safety. That’s wrong. The state Legislature has an obligation to ensure the men and women who oversee some of society’s most heinous criminals have the tools, resources and backing from lawmakers to do their jobs safely and effectively,” Beephan said. “Since its implementation, the HALT Act has worked against our men and women working in correctional facilities. That has to stop. That’s why I was proud to stand with my colleagues today to propose a series of rollbacks to HALT and other measures that would help bolster safety and staffing in our state correctional facilities.”

Beephan has served as a member of the New York State Assembly since his election in 2022 according to his official biography. His background includes an undergraduate degree from Arcadia University and a master’s degree in management from Harvard University according to his official biography.

In addition, Beephan’s work as an Assembly member has included efforts toward protecting the environment, supporting community safety, promoting energy independence, reducing wasteful spending and taxes, supporting schools, and backing law enforcement according to his official biography.
